Competence is an Assessment of another person’s skills. It answers the question, often unvoiced, “Do they have the skills to do what I need them to do?” Will they do it is an assessment of Reliability.
Incompetence in one domain should not be confused with their Competence as a person overall. That is an unfair burden to place on anyone. I once coached a manager on their assessment of an incompetent staff member, only to have them observe the necessary training had never been provided.
Competence is one of four Assessments that make up Trust.
